To: Grand Valley Officials and Partners,
From: Superintendent, Colorado National Monument
Subject: Section of Rim Rock Drive to be Closed for 4-6 weeks
As we have previously discussed with you, Colorado National Monument has a construction project coming up that necessitates closing one lane of traffic on part of Rim Rock Drive for 4-6 weeks. We had originally scheduled this project for January- February to minimize visitor and local traffic impacts. Contracting delays have changed that strategy.
As it now stands, the pre-construction conference will be held on March 20th and we anticipate the contractor will be on site around April 3rd. The good news is that the Contractor is local to the Grand Valley, so mobilization time is minimal. One lane of traffic will be closed 7 am to 6 pm week days during the period of construction.
Project Name: Repairs at Half Tunnel to Stabilize the Road Surface.
Public Use Closure: The Grand View and Half Tunnel pullout will be closed to public use. It will be used by the contractor as a staging area.
Allow Extra Time When Visiting: Expect traffic delays in the area of Grand View/Half Tunnel (mile marker 6) of 7-15 minutes during working hours: 7 am to 6 pm week days. Both traffic lanes will be open at other times and on the weekends. Remember that the monument’s Masonry Crew will again be working on the rock retaining walls at various locations in the monument and traffic will also be constricted to one lane where they are working.
Public Notices: Will be posted at both entrance stations, at Saddle Rock Campground, and the Visitor Center. Additional notices will be at 16½ Road. Notices will encourage visitors to drop towed vehicles at the campground (if entering from the west) or the east entrance. Oversized vehicles will be encouraged to consult with a Ranger. Assistance from the community in spreading this message is greatly appreciated. We hope to prepare a preferred sign template for your use in the near future.
Contractor: GCS, LLC, Grand Junction
Anticipated Mobilization and Project Start: About April 3rd.
Contract Performance Period: Four to six (4-6) weeks or thru the first of May.
General Scope of Work: Repairs to sub-grade, bedrock culvert and rockface under the roadway.
Requirements: Repairs require the use of a crane to lower/raise materials over the cliff’s edge; the crane and supports will take one traffic lane. Equipment staging and safety require additional room, so the construction staging area will utilize the Grand View pullout.
Other Considerations: Arches National Park closed the Devil’s Garden campground for repairs effective March 1st, through October 1st. Colorado National Monument anticipates that some visitors will elect to use our campground, since all camping in the Moab area tends to run at or near capacity, so traffic on Rim Rock Drive could be heavier than previously experienced.
Local Announcements: A press release is being developed and will be sent as soon as possible. Additional press releases will be prepared as necessary.
Visiting Public Outreach: In addition to the local signage mentioned above, we are notifying other national park units in Colorado and eastern Utah, and Motor Coach operators.
